I don't have any experience of the services in this department in Canada but i know the one here in the UK. I think its important to make yourself listened to and expect a good quality of service although i appreciate some may need 'encouragement' lol

having been to several rehabs hospitals and listening to the experiences over the past 15 years, its clear the ones who get attention or results are the one who dare to speak up (nicely) .... if you are whispering or your English is bad, then sadly the level of care is not the same .... even if the care was the same, the perception and internalization of the amount of that information received/understood is murky ... communication is everything.
