Just watched the video and it highlights a couple of issues.
One being the public premise owners being allowed to ask people to leave if their service dog mis behaves and also the issue of people selling 'untrained' service dogs. I had never thought about this because ive never seen a service dob mis behave
It would be hoped that if an individual decides to get a service dog that they will ensure that it is fully trained and has a 'practice run' in public. I certainly wouldnt take a trainer/breeders word for it
Lαrα, in Canada we need a license and you can only get one if you get a trained dog from big organizations/foundations. I don't think you're allowed to have your own dog as a service even if it's well trained but I don't know for sure.

I found a site on Facebook that offered to certify any dog as a service dog. So now supposedly I will be able to take my Bichon Frise Napoleon on an airplane for emotional support. That doesn't seem quite right to me. I will certainly call and find out how real this is before I try.
Where I live you can train your own, but you have to prove specific obedience training and demonstrate 2 or 3 medical tasks that the dog can perform. The dogs also need to be a "good citizen" in public places. Domino was able to pass all the requirements with flying colors. When Domino has his vest on he is all business and is happy to do it. Many people that have seen Domino in my house without his vest on have all commented how well he behaves. His training shows in every aspect of his behavior.
This one is a hot button for me too. A niece of mine got her doctor to write a prescription for a "companion dog" so she could keep after she got caught having it in an apartment complex that doesn't allow pets. She has brought her dog to my house a few times, and it is NOT a "Good Citizen".

truwrecks, that's great! It's too bad I can't justify my little Shih-Tzu as a service dog It is pretty annoying though when people claim that their dog is a service dog when it's really not.

Probably a scam. Certification usually involves training of the dog from young age, and then specialized training with disabled person to make sure match is good and tasks are performed reliably. Good info at www.petpartners.org/Page.aspx?pid=302
