If you live in the USA and you are tired of people using the disability parking spaces for convenience there is a way to do it easily, if you have a smartphone (iPhone or Android).
The application is called Parking Mobility. The application asked for the location based on map that it displays. Once the location is recorded you take 3 photos and enter the reason you believe the parking space is being abused. It only takes a minute or two to send the report. No need to call the police. Parking Mobility sends the ticket report directly to the agency that has jurisdiction for that area.
If a ticket is issued and funds are collected, part of the money is donated to a charity that you can choose. I have a charitable donation placed in my name to PVA (Paralyzed Veterans of America).

I use Parking Mobility right here in Oz, Butiki. The fact that you are seen checking the proper use of the parking spaces and photographing the offenders make them & others think twice before parking there in future.
Not only that, but I post the link to the Parking Mobility site showing the photos of the offenders vehicle to my Facebook page, and also send an email with the same link to the by-laws officers at the City Offices.
Even if the local by-laws officers don't take notice of the first, or second ... or tenth one you send to them, then forwarding copies to the local Mayor and/or MPs tends to make them sit-up, pay attention, and take action.
Hey thenextstep, i get so sick of AB's parking in disabled spots, it drives me insane. I think your idea is great I will start doing that. I have gone to the police and council offices with photos of the offenders but to no avail basically told that there is nothing they can do, but maybe if I start sending email after email they MIGHT do something.
Pavement parking here in the U.K. is the bane of my life. I use a mobility scooter and encounter this problem constantly, it's endemic. Police are frankly useless but the law is impotent.
"...The charges against Hyman allege she began obtaining free parking in the public garage in June 2010 by parking a relative’s Mercedes with a handicapped plate that was issued to her relative. According to court records, the relative told police Hyman has no disability.
After doing that for years, Hyman then used a deceased relative’s Lexus, with a handicapped placard issued to that relative, to park for free, police allege.
An investigation was initiated by the city parking department in January when police were provided with “several boxes” of receipts Hyman signed to verify she was disabled, in order to exit the garage without paying, according to police. Handicapped drivers are allowed to park in the garage without paying for 24-hour periods at a time.
The two charges are being brought as felonies, according to police, because the dollar value of the alleged thefts exceeds the $1,500 threshold for crimes to be felonies."
