Virtual Reality Best Controls for Incomplete Quad

Hi. I am new here. My husband is a C 6-7 incomplete quad with arm mobility. Cannot move his fingers though. Years ago he was able to play Nintendo controllers fairly well. He wants to get a VR headset but not sure which one is easiest for him to use with no finger movement. He can hit buttons and use a joystick with whole hand but can't pinch or tap etc with fingers. He can flex his wrists but fingers are totally paralyzed.  He DOES NOT want one that requires a phone.  He has a tablet and a laptop though. Can anyone recommend which system would be best for him? I want to surprise him for Christmas present.  Thank you.
