I had my right leg in the chair and reclined my chair wondering if this position would stretch my right hamstring and or left hip flexor. Thoughts? But while reclined I flexed my core / ab area and held it. I know it only looks like I'm lifting my head and shoulders but my core area was working hard to hold the position. This video was my 3rd set of holding it for 100 seconds. Thoughts? Is this exercise worth adding to my routine? If so what would the benefits and gains possibilities be and how many days a week and how many sets? And would both legs up stretch both hamstrings? Appreciate all feedback and ideas.
I think it will definitely help with any contractures in your legs. If you can raise your heel just a little more it will definitely pull the knee down towards the floor.
As for tightening your stomach muscles, it would depend on whether you have any control there. I know that my core is the hardest to develop because I have no control so in the past I used FES to tighten those muscles.
I do have control of my core area, if I keep doing these hold exercises what would the potential be? What is a contracture? My right leg is always so tight, trying to find ways to help it.

You will develop better control of your core area and possibly some muscle.
As for a contracture, that is the tightness you are talking about. What sometimes happens over time is the contracture gets bigger because you are not stretching out the leg. Physical Therapists will take a degree measurement to see where it stands such as 15 degrees, 40 degrees etc. The contracture can also occur in the hips from sitting all the time.
Inspiration comes and goes but when it arrives, oh how I cherish it.
My right leg probably does have a contracture, is it possible for it to get better with stretching? If the core muscles get stronger it should help with function right? If one was trying to get stronger functionally what would be the best progression to build on? For example starting with this core holding exercise, what would the next exercise be to progress past that point?

abacoian , I am not a PT or trainer and can only share my experiences. The best bet, if you can swing it, is to see a physical therapist so they can design an exercise program just for you.
Yes, your contracture can get better from stretching but take it slowly because you could also break a bone.
If your core gets stronger, it will help with balance. However, you need to be careful you don't lose balance and fall out of your chair. Try to make sure you do exercises when someone is around. I always recommend you use a seatbelt when exercising.
With regard to balance, I suggest using resistance bands to increase it. Shepherd had some good exercises relating to this. If you download the app you will see them.
